MOTION STATUS (D2.4)
A Mobile vehicle is considered in Motion (and marked with a Motion counter) if it ends its Movement Phase (MPh) having used all of its printed MP without expending a Stop or Delay MP. Thus the only time a vehicle can be in a Motion state, and marked with a Motion counter, is outside the MPh.
