concealment in the desert

Desert Terrain chart SEEMS to say with note E that only scrub is offering concealment?

Is that correct? N'cest pas? Ist gut? Bloody right or wrong? Hai, so desu ka?

On the desert terrain chart there are a few types of concealment terrain. They are named in red text - but all except scrub are by SSR only.
