B23.4 - Stairwells

Building question. B23.4 states Infantry spends two MF to enter a building hex and one MF to change levels within a building in a stairwell hex. Is the one MF for changing levels in the stairwell cumulative with two MF expended for entering the next level building hex? In other words, would it cost an Infantry unit three MF to change levels from a ground level hex to a level one building hex via a stairwell.

No, just 1 MF to change level. The wording is important "one MF to change levels within a building in a stairwell hex". Simply that, 1 MF to change levels in a stairwell hex (inherent or explicit). If it was in addition to, that wording would have been somewhere in the sentence. After awhile you notice that ASL rules follow a certain structure and logic...well, MOST of the time. Going up and down a stairwell is a fairly short distance.

The other day I was reading that rule and thought, well it cost 2 MF to enter a building hex, any building hex, so here is a stairwell factor added to the movement to go to a different level and there is a building hex at the top of the stairs so it must be an added MF.
